Governance is not a PDF. It is an architecture of signals that makes posture explicit: identity, scope, publication policy, security, and integrity of public doctrine.

Why the integrity index
An agent (or a human) should be able to verify quickly that the doctrine was not altered. The index publishes SHA‑256 digests for public documents.
